Cleveland voucher payment standards

CMHA sets its payment standards by ZIP code, using Small Area FMRs, generally at 90–110% of the FMR[2]. Here's how to find the right figure for your unit.

Not legal or financial advice. Verify with your housing authority. These figures are HUD Fair Market Rents copied from HUD's public files. Your housing authority's payment standard (usually 90-110% of FMR), utility allowance and rent-reasonableness review decide what it will actually pay. Confirm with your PHA before you set a rent.

1. Look up the ZIP

The current per-ZIP figures are published only in CMHA's Rent Determination tool[1].

2. Compare with HUD

HUD's FY2027 Cleveland metro FMR for a 2BR is $1,274, and $1,628 for a 3BR[3]. ZIP-level figures are in the SAFMR table[4].

3. Check affordability

For a new tenancy, the family's share can't be more than 40% of its monthly adjusted income[2].
